Government Policy, Flipped
Chapter 18 looks at the role of government in the economy, as well as the choices the government has
to make about funding various projects. From the microeconomic perspective, every time the
government gets involved there is the potential for government failure, and it’s often easy to criticize
the government’s efforts to solve various problems.
One way of analyzing a current situation is flip it on its head. Flipping things over allows you to evaluate
alternatives to the current situation and weigh tradeoffs with a fresh eye. It’s also gives you as sense of
what might be working right, which is sometimes hard to tell when looking for what’s wrong with a
policy stance.
Yesterday in class I asked you all to pick a topic to research. To make it easier to complete the
assignment, you can use this form. Bring it in tomorrow as a rough draft and we’ll spend some time in
class talking about it.
1. Define the issue.
US spend much more money on the military than education.
2. Collect some data about the issue.
By an 89-8 vote, the U.S. Senate recently approved a massive increase in defense
spending, bringing the military budget to $700 billion.
According to Discretionary Spending 2015. There are 54% money goes to the military, and there are only
6% money goes to the education.
3. If the government did exactly the opposite of what it’s doing now, what would its position be?
What would it do about your issue?

4. Make a projection of what would happen if the government took this flipped approach?
People will lose their jobs. Like army, weapon productor, military scientists, even the restaurants.
Government will not be able to be tough on many international issues.
More and more people will go to school and have health insurance. Because the tuition and the cost of
insurance will be lower.
5. What tradeoffs would we make if the government changed course on this issue?
Students, schools and teachers will get benefits from it. But it won’t solve the problem. Education is not
about money, it is about system.
At meantime, people are losing their jobs. Many families will have the hard time. It is the serious
problem. GDP will goes down for sure. And some states might broke because their economics are based
on military.
6. Explain what you think of current vs “flipped” approaches to your issue. Would the change
makes things better or worse? Is there another approach you see that might be a good option?
Military will create jobs, make scientific and technological progress. Strong military power is the basis of
US. It will bring a lot benefits for US. For example, helping other countries, hit terrorist, control
the world economy trend.
The new US strategy states that “inter-state strategic competition”, especially
with China and Russia, and “not terrorism, is now the primary concern in
US national security”.
