When a smallpox epidemic erupted among thousands in Washington, DC, as a result of terrorist activity, the board was asked by the Officer of Homeland Security to allocate limited resources. The board decided that those with the greatest chance of survival and those working for the government would be treated. Those individuals with pre existing or terminal conditions would not be treated. The decision resulted in multiple deaths while preserving the lives of those most likely to survive.
