author mentioned that during the great depression, to help farmers raise their
income, President Roosevelt had the congress pass a law allowing him to pay
farmers for planting less. Is it a good policy? Or, put the question in a different

Q2. A senator wants to raise tax revenue and make the workers better off. A staff
member proposes raising the payroll tax paid by firms and using part of the extra
revenue to reduce the payroll tax paid by workers. Would this accomplish the
