I’m not certain that this would fall under the umbrella of categorization, but I chose to look at sustainability as a concept. By using this, we could see each level depending on the chance/level of sustainability the policy must have. At the most sustainable, all policy implementations and changes would be covered. At the least sustainable, there would be a lack of effort, resources, etc., to ensure the policy sees success. Using the subsidy example with the doctors, at the most sustainable, all things related to the subsidy would be covered and doctors would have the resources they need (rural or not). At the least, doctors would be faced with a staff shortage, funding shortage, etc. Some advantages would be that all policies could have a plan in place cover funding, employees, etc. Some disadvantages could be an unwillingness on behalf of society. While everything would be covered, there would have to be initiatives to get groups or individuals to take part in these policies. That’s where the aspect of coerciveness could go hand in hand with the sustainability aspect.
