Also, please add a reference. From the first class I took towards Homeland Security I noticed there was no actual plan in place ensuring all citizens were protected. I understand there is no way to plan for everything (as we noticed with previous emergency management history regarding an all-hazards approach). However, I feel those in authoritative positions responsible for establishing plans fail to prioritize what needs planning compared to other situations. For example, hurricanes happen every year where I currently reside. Every year the hurricanes affect us differently. We have the capability to monitor the storm and assist in recovery, but we lack the manpower. I think more collaborative efforts amongst the agencies that can assist under DHS should be utilized and the National Guard. We have those agencies and departments available to use to use, therefore why not use them? There are some policies in place prohibiting certain agencies assisting in certain missions but, they are numerous agencies pertaining to emergency management that can assist in the planning process and be on standby for when a hurricane hits. I think they are various hypothetical plans in place that if in a perfect world would work but, won’t actually when the situation occurs, Simple example would be telling Key West and Miami to evacuate due to a hurricane. Typically, by the time those messages are sent out we are given a couple days notice. However, transportation becomes an issue due to traffic and over population to get everyone out the flood zones (DHS 2010). Those two areas have back to back traffic on a normal day, so what would there plan be for when an evacuation is in effect?
