What do I mean by this. If you recall, Mexico in the 19th Century had a largely continuous history of non-democratic rule with only very brief periods of democracy (e.g., under Benito Juarez). It did have some stability under Porfirio Diaz, the Porfiriato, but during the 20th Century the PRI was able to hold onto power for nearly 80 years until 2000 when there was a genuine transition to democracy (for the most part).
