The primary sponsors of the bill are Teresa Fedor and Bernadine Kennedy Kent. This bill is on the Ohio Health Care Plan (Universal health care coverage to Ohioans), the Ohio Health Care Agency and the Ohio Health Care Board. The Ohio Health Care Plan is administered by the Ohio Health Care Agency under the direction of the Ohio Health Care Board. This bill (Ohio Health Care Plan) asks for provision of universal health care coverage to all Ohio residents which consists of a “comprehensive benefit package that includes benefits for prescription drugs,’ and at the same time “to control health care costs, control health care spending, achieve measurable improvement in healthcare outcomes, increase all parties’ satisfaction with the health care system, implement policies that strengthen and improve culturally and linguistically sensitive care, and develop an integrated health care database to support health care planning.” (The Ohio Legislature, 2021).Under this bill, all residents and individuals employed in Ohio, including the homeless and migrant workers, are eligible for coverage under the Ohio Health Care Plan. Ohio residents who have insurance through out of state employers will use that as the primary insurance plan while the Ohio Health Care Plan will serve as a secondary insurance (The Ohio Legislature, 2021).This is a great bill because the lack of insurance by so many has led to poor population health and has increased mortality and morbidity rates in Ohio and United States in general. There are so many people who do not go to the hospital or may not even have a healthcare provider just because of lack of funds/insurance. H.B. 440 will help bridge healthcare to community health. Access to health care is a determinant of health. This bill helps to increase access to health care, which will help improve population health, reduce health disparities, increase quality of life and reduce morbidity and mortality rates because more people will visit their healthcare providers and follow up with prescribed plans and treatments (Artiga & Hinton, 2018).According to the American Nurses Association, one of the responsibilities of Nurse Practitioners is to advocate for patients in order to achieve the best outcome.
